Insurance firms will only be able to provide flood cover if the government plays its part in implementing the new Pitt report, it has been claimed.
According to the British Insurance Brokers Association (Biba), officials need to spend money to help make sure that properties are protected and that flooding from rivers is reduced where possible.
Insurers will only be able to provide affordable cover if these steps are taken and Biba believes that in the past, this has not been done as well as it could be.
Graeme Trudgill, technical and corporate affairs executive for the association, said: "The 2007 summer floods cost about three billion pounds for the insurance industry which is about the equivalent of four or five year's worth of weather-related claims."
He also added that climate change is bringing fear of further floods.
The Pitt report is the commonly used name for the Learning Lessons from the 2007 Floods report, in which Sir Michael Pitt called for "urgent" changes.
