It will be "impossible" for drivers to have a car but no insurance in a couple of years, according to an industry expert.
Graeme Trudgill, technical and corporate affairs executive at the British Insurance Brokers' Association (Biba), explained that a number of measures will be brought into place in 2011 that will ensure this is the case.
He noted that a new system of "continuous insurance enforcement" will compare the details of the DVLA registered keeper database.
The information on the DVLA system will be compared with that on the Motor Insurance Database and fines will be issued automatically if discrepancies are discovered.
Mr Trudgill concluded: "That's going to be launching in 2011 and that's going to make it practically impossible to have a vehicle and not have insurance."
According to figures from the Motor Insurers' Bureau issued in recent days, one in five young people are currently driving without car insurance.
